Up and down is a term for when you miss the green in regulation do you get into the hole in 2 strokes. The "up" is getting it up onto the green on the next shot and the "down" is getting it down into the hole on the next shot.
Green in regulation or GIR means hitting the green in 2 strokes less than the par for the hole. on a par 3 that means your tee shot lands on the green, par 4 means you are on the green in 2 shots and a par 5 means on the green in 3 shots. In the case of the par 4 and 5 it can be less. For example, if you drive the green on a short par 4 you are there in 1 stroke and on a par 5 you can hit your drive and then get on in 2, you are also on in regulation
